City of Cape Town General Valuation Roll GV 2018

The City of Cape Town is completing the new 2018 General Valuation Roll for which the new rates and taxes for your property, will come into effect on 1 July 2019. Cape Town owners are likely to receive notices during February 2019 of the new valuation (market value) of their properties and objections will in all probability have to be lodged between February and April 2019.

The general valuations will be based on market values as of 1 July 2018 i.e. the date of valuation used to determine the value of your property. Property owners will have the right to object to the new valuations, but the process is not as simple as some people may think. The objection process is as follows:

  • A dissatisfied property owner can lodge an objection within 30 days of the date of notice, although municipalities do allow for a longer period;
  • If a value is reduced / increased by more than 10%, the value must then be reviewed by the appeal board;
  • If the outcome of the objection is not satisfactory, the owner can appeal to the appeal board within 30 days of the decision notice;
  • An appeal board hearing will be held at which the owner or appointed property valuer can provide oral evidence and cross-examine the municipal valuation official. The owner or appointed property valuer needs to ensure the appeal application is well-prepared with appropriate motivation.
